EU Court Upholds Removal of "Carcinogenic" Classification for Titanium Dioxide

On August 1, 2025, the ECJ ruled that powdered titanium dioxide (TiO₂) no longer carries a carcinogenic label in the EU. The court criticized the European Commission’s 2017 classification, citing “manifest errors” in scientific evidence and insufficient proof of inherent carcinogenicity. The 2022 EU General Court ruling, which annulled the classification, was confirmed, allowing TiO₂ to remain widely used in industries like paints, plastics, and pharmaceuticals without mandatory warnings.
